I saw it in fullstack job results:

But I checked on logstach with query:
http://logstash.openstack.org/#dashboard/file/logstash.json?query=message%3A%5C%22OSError%3A%20%5BErrno%2022%5D%20failed%20to%20open%20netns%5C%22
and it looks that it happens quite often in various jobs.
It is mostly visible in L3 agent logs.
