Bug description:
Hi am trying to upgrade nova from ocata to wallaby and am facing the
following issues
1. Database schema file with version 32 doesn't exist.
which is most likely due to the missing migration files comparing victoria
and wallaby

i dont know if that is done for a reason?
2. the following script in wallaby does not check if table/index exist so
allot of Duplicate exceptions are raised
