failing due to "inprogress" test:
openstack.tests.functional.cloud.test_qos_policy.TestQosPolicy.test_create_qos_policy_default
or
openstack.tests.functional.cloud.test_qos_policy.TestQosPolicy.test_create_qos_policy_basic
