This is more a question than a bug.
- What is the difference between "OVN_BUILD_MODULES" and
"OVN_BUILD_FROM_SOURCE"?
- Is it necessary to have both?
- Can we keep only "OVN_BUILD_FROM_SOURCE"? If so, we'll need to change first
the zuul definitions, the documentation and the sample local.conf files.
