Bug description:
The list of configuration keys at the link below include
"cloud_init_modules" twice.
https://cloudinit.readthedocs.io/en/latest/topics/cli.html?highlight=cloud_init_modules#modules
The second one should be "cloud_final_modules" so that the complete list
looks like:
* cloud_init_modules
* cloud_config_modules
* cloud_final_modules
