I expect at least CPU & RAM not beeing counted against a quota limit if
a VM is shutdown/stopped. Is this a configuration issue? shelved
instance counting works as I would expect it for shutdown/stopped as
well. If this is not possible at the moment - can I get a config switch
for that behaviour?
