Forcing of migrations via bypassing the scheduler has been removed since
Stein, per this spec:
https://specs.openstack.org/openstack/nova-specs/specs/stein/implemented/remove-force-flag-from-live-migrate-and-evacuate.html
However, the "Availability Zones" page of the documentation still refers to
this feature. It should be updated appropriate to reflect the changed
behavior, i.e. that this is no longer possible.

The doc refers to being able to force migration, however that feature was
removed in Stein per this spec:
