Public bug reported: This bug could affect other projects using OVN as network backend.
The goal of this bug is to create a tool to be used in Zuul that retrieves the OVS required version depending on the OVN one. In other words, instead of needing to update both OVS and OVN versions in the Zuul templates, this tool can read the OVN repo and populate the OVN version required during the deployment. For example, the OVS version required by OVN main branch is not always the same. E.g.: [1]; this patch updates the submodule version.
