Bug description:
When using neutron-openvswitch-agent service, the following lines are logged
every rpc loop (every 2 seconds):

This is very noisy. It was added because of this change:
https://opendev.org/openstack/neutron/commit/41fe9ff147244eb6d7573235fa12f45ed56be9b3
where the log line was changed to INFO in order to assist with
operator troubleshooting.
As a large scale operator I would prefer this info to be suppressed
unless I turn on a debug option.
