In trying to add BSD support for cc_ntp
(https://bugs.launchpad.net/cloud-init/+bug/1990041) and cc_rsyslogd
(https://bugs.launchpad.net/cloud-init/+bug/1798055) we'll also need to
be able to *disable* services
I would like to see the "disable" stanza added to distro's
manage_service method.
