[RFE] OVN E/W routing for external (baremetal) VLAN ports

Bug description:
Neutron baremetal ports are being created as external ports in OVN NB.
Those ports are assigned to an ha_chassis_group.
I have a router defined with external network (DNAT/SNAT) and traffic
from those external ports to the router is only working when the SAME
chassis is active (highest priority) both in ha_chassis_group and in
gateway chassis for that router.
OVN version: 21.12
OVS version: 2.16.0
OpenStack release: Wallaby
