Refactor tag standard attribute

Fix Released
Bug description:
Tag resource is standard attribute but the implementation is different
from other standard attributes[1, 2], which StandardAttribute
basically has them. This difference often causes issues. Therefore,
tag resource should be reimplemented like other standard attributes.
