Tempest needs to test DHCPv6 stateful

Bug description:
Currently there are no tests for DHCPv6 stateful IPv6 configurations,
due to a bug in Cirros, which does not have support for DHCPv6

Work needs to be done in Tempest to select an image that has DHCPv6
stateful support.
