L3 HA: MessagingTimeout during running rally
create_and_delete_routers

Bug description:
During running rally test create_and_delete_routers (standard test) on
env with L3 HA enabled (3 controllers, 1 compute, liberty) getting
about 50% failure with "Not enough l3 agents available to ensure HA.
Minimum required 2, available 1."
Logs of l3 agent full of errors

dead for server http://paste.openstack.org/show/490010/ If concurrency
for test is lower than 10 the number of failing tests is reduced.
