Since the OVN driver does now support vxlan as of 20.09 and there is
code in the neutron tree to support this, will close this bug. Please
reopen if necessary.

The newly added unit test case -
test_create_subnet_check_mtu_in_mech_context in in ml2/test_plugin.py
has broken networking-ovn

Bug description:
This test case added in the patch with change id -
I3214a19e2374221b211ac7ab9b98842a1bdfc4a7 creates a vxlan network. OVN ML2
driver doesn't support vxlan type driver.
This test case should be modified properly.
