Description

when evacuate instance from source compute node to dest compute node, at the
same time the source compute node is restart and get instance info, the
instance task state is task_states.REBUILD_SPAWNING; when end evacuate, the
instance task state is None, but source compute node is restarting and get
instance is too oldly， and the task state is task_states.REBUILD_SPAWNING, and
reset instance to error.
