Bug description:
Scenario test
neutron_tempest_plugin.scenario.test_mtu.NetworkWritableMtuTest.test_connectivity_min_max_mtu
fails if cirros image is used.
This test is trying to do ping without packets fragmentation, that requires
to pass "-M do" option to ping command and in cirros it's not available.
So this test should be skipped if "image_is_advanced=False"
