ML2: cannot update HA router ha_port states after race between HA
router creating and deleting

Bug description:
Ml2 plugin unable to update HA router ha_port status.
This happened between L2 agent and neutron server side ml2 plugin. When l2
agent try to get port details, ml2 plugin will try to get/update the HA ports,
but the HA ports were deleted by a router delete api, then the exception raised.
Exception
DBError: UPDATE statement on table 'ports' expected to update 1 row(s); 0
were matched.
