The API ref has entries for RBAC policies now, if you still miss
something please reopen specifiacally for the missing part

https://specs.openstack.org/openstack/neutron-
specs/specs/liberty/rbac-networks.html#rest-api-impact doesn't appear
to be reflected in the neutron API documentation, despite the fact
that the spec was implemented (see neutron/extensions/rbac.py). I
believe this should be included on http://developer.openstack.org/api-
ref-networking-v2-ext.html
