FR for variable substitution in nocloud-net urls (eg system serial

Bug description:
It would be really useful if there was variable substitution in
nocloud-net ds config.
I think an example would explain this best.
ds=nocloud-net;s=http://10.10.0.1:8000/$sysserial/
So in the above it would be great if cloud-init converted $sysserial
into the systems serial. thus polling the http datasource server for a
specific config for that system by serial number.
