Public bug reported: The neutron-tempest-plugin-bgpvpn-bagpipe has been unstable for over a week, and yesterday it got worse where half the tests are failing now.
I thought increasing the job timeout would help, but it has not: https://review.opendev.org/c/openstack/neutron-tempest-plugin/+/883991 I realize there are changes in-flight wrt to sRBAC which might fix the issue, but until they all merge I think we should just make it non- voting on the master branch.
