Bug description:
Neutron has neutron-ovn-db-sync-util - but Octavia ovn-octavia-
provider does not have one - so in case of discrepancies (e.g. OVN NB
DB entries got removed manually or the whole database was re
provisioned) - there's no way to get Octavia and OVN NB in sync.
