Bug description:
This was spotted in recent train backport

100% failing and blocking train gate, sample run:

Obtaining file:///opt/stack/heat
openstack-heat requires Python '>=3.8' but the running Python is 2.7.17
Note the end result/fix may be just dropping the job from this old EM
branch
