It is not a real failure, the table is ignored. The non zero exit code
from the script does not signal error either.

Bug description:
The db purge command always fails with:
+ nova-manage db purge --verbose --before 2023-11-27
Modules with known eventlet monkey patching issues were imported prior to
eventlet monkey patching: urllib3. This warning can usually be ignored if the
caller is only importing and not executing nova code.
