Hey, I think this bug is actually belonging to the Nova project rather then OpenStack-Ansible, as that's basically a question regarding specific service source code rather then a deployment of this service.
Next to that, I'd say that conductor part is likely to be catched not through nova-api but rather through nova-conductor service. But also - that's RPC which is likely run in async way which might be really tricky to catch with pdb. Old policies are deprecated and silently going to be ignored in nova 23.0.0 release. .
