Public bug reported: While fixing https://bugs.launchpad.net/neutron/+bug/2069482 "[OVN] VMs cannot access metadata when connected to a network with only IPv6 subnets", a neutron-tempest-plugin test case was proposed to make sure in the CI system that VM's can access the metadata service over an IPv6 only network: https://review.opendev.org/c/openstack/neutron-tempest- plugin/+/925928. While the new test case succeeds with the ML2/OVN backend thanks to this fix https://review.opendev.org/c/openstack/neutron/+/922264, it also showed the following failure with the ML2/OVS and ML2/LB backends:
