Hi,

in our OpenStack deployment with Neutron (OVN) and VPNaaS 
(strongswan:neutron_vpnaas.services.vpn.service_drivers.ovn_ipsec.IPsecOvnVPNDriver),
VPN connections break during a server reboot/outage (which is hosting the ipsec 
daemon).

There is no failover mechanism, and manual recovery is complex and unclear.
This lack of redundancy results in VPN downtime whenever a server which is 
hosting ipsec daemons is restarted/crashed.

We would expect either automatic failover or a straightforward recovery
method.
