Bug description:
On a 2023.2 based deployment with OVN as the ML2 driver, I see the following
in ovn-northd logs every 30 seconds or so:
2024-09-03T18:34:42.985Z|03113|ovn_util|INFO|invalid syntax '' in networks
This setup is 3 controller/network nodes in HA with non-distributed
routing setup. OVN version is 23.09.
