I've proposed a patch testing this particular job [1] and another one using the latest oslo.services version 4.1.0 [2]. The errors present in both jobs are similar, most of them related to [3].
I'm going to set this bug as "invalid" for now because I don't think oslo.* libraries with master branch are affecting the FTs.
