Web Messenger has always been available but it is a limited use application. You can get to it at http://messenger.yahoo.com and then scroll down to the bottom of the page and click the "Launch Web Messenger". You need to be signed in with your Yahoo ID first. I think you may still have to download a small applet into IE but I don't remember exactly. It's a one time download of the applet into IE.
I haven't used it in a while and it's Java based so it will open the "Web Messenger" window. I just updated to Java 1.5.0_10 and it does not seem to be working with this version or maybe I need to tweak my Java settings.
