I live in Argentina.  I can call to cell phones in the U.S. dialing 
the country code and the cell phone number.  I cannot do the the same 
thing in Argentina.  Cell phones here use the prefix "15".  Dialing 
the country code plus "15" plus the number results in an error 
message..."cannot complete call".  Can someone shed light on how to 
call a cell phone number in Argentina?
