Whenever I've decided to put someone on ignore, usually after they get a virus and they start sending out too many junk IM's, I first choose to put them on Permanently Invisible with the Stealth Mode and then Ignore them and then Delete them. But if the person just put you on Ignore, then they simply aren't getting your messages. You could try signing in with another ID and sending them a message to see if they reply.
