Flickr.com is a photo hosting website. None of my (many) security programs alert on Flickr.com so I'm not sure why your ISP would block Flickr.
Judging from another post just before yours, it seems 9.0 BETA is having problems. Remember that 9.0 BETA is still in the early development stages so it will have issues on a regular basis. Heck, even 8.0/8.1 still has problems. Also check the YM Blog http://blog.messenger.yahoo.com/blog/ for updated info, especially on BETA programs.
