I think Yahoo messed up when the made everyone move their Yahoo Photo albums to Flickr (when Yahoo bought out Flickr) and now Yahoo has locked access to the Yahoo Photo Albums but the problem comes up where your Yahoo Profile picture was actually stored in your Yahoo Photo album which is now locked.
They could certainly fix it but it's probably not as simple as turning on a light switch and the Yahoo Messenger team isn't really all that big and they are so busy constantly wanting to put out new versions of YM that they forget to fix the things that are broken on their existing products. Go to Yahoo Messenger blog and leave a comment/complaint since someone live from Yahoo supposedly monitors the comments left on the blog.
