Generally, it's just a Yahoo server issue.  Try sending them your cam invite
and at the same time, have them request a cam invite from their end.  I've
seen that work before.  Sometimes it will take you rebooting your cam by
turning it off and then back on to hopefully get a better Yahoo server.

If it's not just Yahoo being Yahoo, then it could also be a firewall issue
on their end where their firewall may be blocking the port.  Sometimes, when
they request the cam invite, this might open the port since it's being
initiated from their end.

In chatting with some there is no prob with other party seeing me cam.
With other they get message that cam is not connected or that they dont have
permission to view. This is not true. Why do some and not others have this
