I've seen this same issue with the personal data displayed when hovering on a name in a Chat Room as opposed to what is on their profile. I think this has to do with when they first set up their personal information when getting the Yahoo ID compared to their profiles which can be easily edited. You would have to ask Yahoo!, Inc., for more info concerning this question since it doesn't really have anything to do with Yahoo Messenger, per se.
For putting up filters as to who can IM you, you can either block everyone NOT on your friends list or allow everyone (except for individual names that you've already marked as Ignore).... at least concerning any filters contained in YM. There are 3rd party apps that will provide additional filtering but I have no personal experience with any of them. Be sure to thoroughly check out any 3rd party apps so you do not make your YM more vulnerable to security breaches. I've been seeing more and more of the people on my friends list where their YM's have been hijacked (and probably their computers as well) and they are constantly sending out SPIM's (spam IM's) about some weight loss pill and a link to a website. If anyone else falls for the SPIM and visits the site, they can also get infected if their computers are not sufficiently secured. These YM hijacked individuals likely have their computers as part of a bot-net and they may not even realize they are part of a spam-network. Too bad they don't regularly scan their computers for malware or they'd find out. Here is how to set yourself up to NOT get any IM's when in Chat Rooms, or any other time. You can change this back and forth as wanted/needed: Go to the main Messenger Menu on your YM friends list window. Click: Preferences under the Messenger Menu. Click: Ignore List Category: Put bullet in "Ignore anyone who is NOT on my Messenger List." Another option, which I've never tried, is in the Chat Category, put a check mark in "Ignore Chat Invitations" While in Preferences, look around in all the other categories to customize how YM works for you. Remember that after each change you make in a category, click the Apply button before going to the next category.
