Paris has a capable and strong group that could have pulled it off in
2002, and will be poised to do so in 2003.  They have a great group of
people there.  However, with the time for optimal booking closing and
no immediate venue possibilities in Paris, and the proposal from Richard
and Norbert for Munich being so solid, Munich was awarded the conference
for next year.
