I was looking at a queue on the capacity scheduler web ui. I saw a case where
a queue claimed it had the "Num Active Applications" as 207 but the RM metrics
were only showing 150 applications and if I looked through the table of apps,
only 150 were actually running. The max active applications per user for that
queue was also 207.
Perhaps it somehow gets stuck at the max...
