The fair scheduler allows apps to be scheduled in FIFO fashion within a queue.
Currently, when this setting is turned on, the scheduler only allows one app to
run at a time. While apps submitted earlier should get first priority for
allocations, when there is space remaining, other apps should have a change to
get at them.
