The current test to validate Environment.MALLOC_ARENA_MAX isn't sufficient. We
need validate YarnConfiguration.NM_ADMIN_USER_ENV, too.
And YARN-561 removed testing of Environment.MALLOC_ARENA_MAX, we need to create
new test case to test it.
