At WebAppProxyServer::startServer(), it will set up
YarnConfiguration.PROXY_ADDRESS to localhost:9099 by itself. So, no matter what
is the value we set YarnConfiguration.PROXY_ADDRESS in configuration, the
proxyserver will bind to localhost:9099
