The hadoop webapp classes are in hadoop-yarn-common but the amfilter classes
are in hadoop-yarn-server-web-proxy. They seem to be general purpose with no
specific dependency to proxy even though they are being used by proxy today.
Can they be moved to hadoop-yarn-common. If this is done they can be used by
third party software with dependency to just hadoop-yarn-common.
