YARN-1969 adds a new earliest-endtime-first policy to the fair scheduler, which
requires RM to know about the estimated end time of jobs. The endtime is
estimated by the AppMaster as part of YARN-2006. This jira focuses on API
updates that allow AM to express this estimated value to the RM.
