Default minimum allocation in capacity scheduler is {{1024}} and parameter
considered for incrementResource while Normalize request is minimum scheduler
capacity.
Currently with default configuration submit mapreduce application with default
am memory {{1536}} the AM resource allocated will be {{2048}}.
Which creates confusion even when memory for request is more than {{1024}} the
why the allocation is not {{1536}}.
>From RM web UI only 2 parameters will able to understand minimum and max value
>for scheduler allocation.
Would like to handle as below.
# Add increment param as part of RM Web UI
# Update documentation to explain.
