Summary: NM rolling restart causing application exceed max attempt

I set my application max attempt to 1, and when I do rolling restart the
NodeManager on the machine where the Application Master running.
I found the attempt number become 2 and the new Application Master launched on
other machine.
It seems when recovering a Nodemanager's containers, it does not respect the
max attempt.
