Summary: Remove unused environment variables from the Docker
runtime

YARN-7430 enabled user remapping for Docker containers by default. As a result,
YARN_CONTAINER_RUNTIME_DOCKER_RUN_ENABLE_USER_REMAPPING is no longer used and
can be removed.
YARN_CONTAINER_RUNTIME_DOCKER_IMAGE_FILE was added in the original
implementation, but was never used and can be removed.
