This UT seems not work properly.

am1.allocate("*", 4 * GB, 1, null);

this should not success because it exceeds max node allocation (2GB). It just
did not throw an exception (but we saw exception on branch-2.8). See more in
YARN-8858.
We need to improve this UT and let it run more consistently.
