Summary: Support setting user limit percent and user limit factor
for a queue on a per node label basis

User limit settings (minimum-user-limit-percent, user-limit-factor) for queues
can NOT be set on a per node label basis. However, capacity settings (capacity,
maximum-capacity) CAN be set on a per node label basis. This Jira is for
supporting setting different user limits per queue per node label. For more
context, see discussion in YARN-3213.
