Also, build a centralized package for handling the log servlet related
functionality (preferably in yarn-common).
There are a tons of code duplication in the following classes:
- ContainerLogsUtils
- LogWebServiceUtils
- LogToolUtils
- LogAggregationWebUtils
- LogCLIHelpers
