The Log servlet received its inputs from either the RM (in case of JHS) or the
timeline (in case of AHS, ATS). If RM has fairly low max-app in state store
config applied, then we are not going to get required information for the log
servlet, though the aggregated logs are still available in the path. We should
provide a "dummy" implementation of the {{AppInfoProvider}}.
